The meeting was called to order at 9:30 A.M. by President Robin Luby. Members in attendance included. Piro moved and Caracciolo seconded the approval of the February 10, 2000 minutes.  MOTION PASSED.

LeCren moved and Piro seconded the approval of the agenda.  MOTION PASSED.

REPORTS OF OFFICERS

 PAST PRESIDENT - Piro reported that the following affiliate award nominations had been sent to NCTE - Affiliate Journal Award - CALIFORNIA ENGLISH  censorship issue, Affiliate Intellectual Freedom Award - Don Mayfield.  Board members were reminded to vote for California residents on the NCTE ballots: Bobbi Ciriza Houtchens from San Bernardino High School - Secondary Representative-at-Large; Judith L. Green from UC Santa Barbara - Trustee of the Research Foundation.  Members were advised to check ballots of their own sections for other California nominees.

            Twenty-two Promising Young Writers winners were submitted to NCTE.  Bonnie Rooney of FACET will coordinate this program next year.

            Upcoming NCTE Conferences and Workshops include NCTE 2000, November 16-19 - Milwaukee; November 15-18, 2001 - Baltimore; November 21-24, 2002 - Atlanta; and November 20-23, 2003 - San Francisco.  A complete list of conferences is available at http: //WWW.ncte.org/meet/ .

            Election results  (173 total ballots) President - Aaron Spain (160); Member at Large Unspecified - Pat Ellis (61)  Michelle Berry (52), Lorraine Garcia (49); Member at Large Secondary - Olga Kokino (87), Monica Maudet (63); Member at Large, Small Council - Bob Chapman  (93), Angus Dunstan (65); and Council Representatives - Caroline Caracciolo - Central (118), Robert Richmond - Kern (87); Carol Surabian -TUCATE (96); Faith Nitschke - Fresno ( 96); Kathy Allen - Southland (117); Oscar Browne - San Diego (103), and Joan Williams - Redwood (103).  Piro moved and Chapman seconded the approval of the election results.  MOTION PASSED.

            Piro moved and Burns seconded the approval of Angus Dunstan as Capitol Representative and Claudia Keith as Kern Representative.  MOTION PASSED.

            The following positions are open for election in 2001: Council Representatives, Member at Large Secondary, Member at Large Unspecified, Member at Large Elementary, Secretary, and Membership Chair.

            Councils should begin looking for award candidates in the following categories: Classroom Excellence, Award of Merit, and Distinguished Service. 

PRESIDENT - Luby shared the CATENet folder, the Resolutions folder which includes the resolutions press packet, the Communications folder, and the NCTE folder containing material about reports and awards, the Promising Young Writers system and winners, and information concerning the convention-siting controversy (which may now be resolved due in part to the follow-up to our CATE Resolution) and information about the various awards (which include our nomination of Lisa Hernandez (Southland) for the Leadership scholarship.  Faith Schulstrom has resigned as Executive Director, and a search committee has been formed to select the next Director.

            The Board voted by acclamation to appoint Cheryl Joseph as Vice President.

            Suggestions are requested for improving the election process next year since that will be Luby’s responsibility.

            The Leonards are requesting help in locating additional judges for the Excellence in Literary Magazines program.

            Olga Kokino took over the job of “acting press liaison” for the resolutions.  We have had little response to the resolutions and so far have not been able to schedule a trip to Sacramento.

            Allen moved and P. Fristrom seconded the approval of Diane Tellefsin as the CATE CYRM representative.  MOTION PASSED.

            Piro moved and Surabian seconded the approval of Bonnie Rooney as the NCTE Promising Young Writers Coordinator.  MOTION PASSED.

            Luby expressed her appreciation at being able to serve as Board president.       

VICE PRESIDENT - Spain summarized the March 8, 2000, Advisory meeting via a telephone conference call from 1:00 P.M to 3:00 P.M, involving three sites from San Diego to Merced to San Jose.  Past President Piro gave an election update, and Spain agreed to contact Cheryl Joseph about becoming vice president.

            The Advisory Committee agreed that freebies for membership renewal is a good idea. 

            The Leadership Conference was discussed and will be referred to the Leadership Committee. 

            Spain moved and Le Cren seconded the approval of the following Board meeting dates for next year: September 15-17, 2000 - Ontario; December 1-3, 2000 - San Francisco (airport area), February 8-11, 2001 - Ontario; and May 18-20, 2001 - Oakland.  MOTION PASSED.

            Advisory meeting dates, sites, and times will be specified later.

COUNCIL REPRESENTATIVES COMMITTEE - The Council Representatives did not meet.  Le Cren and Dunstan will work on the President’s Handbook this summeer.

SECRETARY - Hemric reminded Board members to submit directory updates.

TREASURER - A. Fristrom reported a checking account balance of $9,190.60, a savings account  #1 balance of $160,603.30, a savings account #2 balance of $36,041.30,  a Memorial CD balance of $11,362.90 , a Marilyn Kahl Memorial CD balance of $7,837.29, a Vanguard GNMA portfolio of $31,045.30, a Vanguard Index Trust of $27,378.47 and a Vanguard Value Index Fund of $21,923.43.

MEMBERSHIP CHAIR - Current membership totals are Capitol -271, Central -983, Fresno - 76, Kern - 85, Redwood - 47, San Diego - 452, Southland - 685, TUCATE - 55, Upper - 132, Libraries -29, Out-of-state - 19, and Comps - 4 for a total of 2838.

            A total of 217 M20 memberships were processed and are still active.  Central and Southland led with 89 and 75 new memberships respectively.

            Second renewal notices are now going out with a postage paid return envelopes.

            CRA did not exhibit at CATE 2000 in Sacramento.  CATE has a space reserved for the CRA Convention in San Jose November 2-4.   Stockton and Central could cover.

            The CATE booth was very busy during the convention with people getting the free gift, looking at displays (literary map by Chapman and professional writing contest by Kokino) and books, and buying items for sale.  The phone cards were well received and additional cards are on sale for $4.00.

            All brochures, labels, and rosters should be requested through the membership chair.

CATE 2000  - P. Fristrom shared the CATE 2000 registrar’s report. Over 1300 people registered for the convention.   There was the largest number of on-site registrations in memory.  In an electronic report which arrived after the meeting, Dunstan expressed his thanks to those people who had made the convention a success.  He shared highlights of evaluations and made suggestions for future speakers.

CATE 2001 -             Featured speakers include Frank McCourt, Alfie Kohn, Susan Vreeland, Pam Munoz Ryan, Christopher Paul Curtis, Richard Lederer and Charles Harrington Elster.

            Al and Cista Leonard will share the position of Local Arrangements Chair and are recruiting volunteers.  Martha Plender from UC Riverside will chair the Preconvention.  Councils wishing to sponsor and/or staff parts of the convention should let P. Fristrom know.   

            Program tri-chairs Don Mayfield, Carole Le Cren, and Anna Roseboro reported that there are 30 confirmed breakout sessions.  Several  invitations are out.   Names and contacts with authors for the author strand from each council are requested.   Members were asked to take presenter forms to people they recommend for presenters.

            Future convention sites and dates include Ontario - February 9-11, 2001; Oakland - February 15-17, 2002; Palm Springs - February 14-16, 2003; and San Diego - February 6-8, 2004.

            Standing committee meetings were held from 11:00 to 12:30.

            Lunch included a celebration for retiring Board members Piro, Birrer, Dunstan,  Le Cren, and Williams.

            The Board returned for committee reports at 1:45 P.M.

COMMITTEE REPORTS

POLICY/CENSORSHIP (Mayfield, chair: Chapman, Kliegl, Jago, Luby, Piro, Keith, Younglove)  Jago reported on the status of two federal bills: the Reading Deficit Elimination Act (HR4307) and the Fairness and Accuracy in Testing Act (52348).

            Jago reported on the Approved Literature List, K-12, to be published on the CDE Website, Fall 2000.

            Zaragoza reported on the May Revise, the High School Exit Exam, and the SAT 9.

            The committee brainstormed ideas for CATE to be more politically active, including: a leadership conference which focuses only on political advocacy, a request for proposals for political advocacy in local councils, invitations to local legislators to present awards and to attend receptions at other CATE functions, including conferences.

            Mayfield will create a draft of a political advocacy statement to be presented to the committee at the next Board of Directors meeting.

            Keith moved and Trujillo seconded that Don Mayfield continue as Policy Chair through 2000-2001.  MOTION PASSED.

            Keith moved and Surabian seconded that Jim Kliegl continue as Resolutions Chair through 2000-2001.  MOTION PASSED.

            Keith moved and Chapman seconded that Martha Zaragoza-Diaz’s contract be extended through 2000-2001.  MOTION PASSED.

CONVENTION COORDINATING - (P. Fristrom, chair; Burns, Caracciolo, A. Fristrom, Roseboro, Stockton)  CATE 2000 was reviewed, and CATE 2001 was discussed.  P.

Fristrom moved and LeCren seconded the approval of the Kaw Company as Exhibits Manager. MOTION PASSED.

P. Fristrom moved and Caracciolo seconded the approval of a two-year extension of the Curtin Company’s contract as decorators.  MOTION PASSED.

P. Fristrom moved and Caracciolo seconded the approval of a contract with Linda Scott as CATE 2001 registrar with a $6.00 fee per registrant, a $4.00 fee for each purchase order processed, and $1000 to pay for data entry.  MOTION PASSED.

P. Fristrom moved and Caracciolo seconded the approval of the proposed fee schedule (A - Pre-convention and Convention registration, Thursday, Friday, and Saturday lunches, Friday buffet, Saturday banquet, and Sunday brunch - $320; B - Friday-Sunday including convention registration, Friday and Saturday lunches, Friday buffet, Saturday banquet and Sunday brunch - $255; C - Friday-Sunday including registration, Friday and Saturday lunches, Saturday banquet, and Sunday brunch - $230), Convention Registration - $125, Pre-Convention Registration and lunch - $75.  Non-members add $40 to member price for pre-covention, convention, registration, and packages.  A la carte meal prices would be Friday lunch - $25, Friday night buffet - $35, Saturday lunch - $25, Saturday banquet - $35, Sunday brunch - $30.  Other costs would include a Technology Institute - $15, Earlybird deduction - $10, on-site registration - $145, student teacher registration - $50.  Refunds will be subject to a $25 service charge before January 1, 2001, $50 between January 1 and January 15, 2000, with no refunds after January 15, 2001.  MOTION PASSED. P. Fristrom mentioned that the Friday night buffet would include a murder mystery theater performance.

            P. Fristrom also mentioned that Prentice Hall will be sponsoring half of Frank McCourt’s fee and the affiliate breakfasts.  The committee suggested that the Exhibitors Reception be held in the Exibit Hall immediately after the exhibits close on Friday evening.

            CATE owns two roundtrip Southwest tickets as a result of our affiliation with Southwest during CATE 2000, and the committee solicited suggestions for their use.

            The committee discussed the CATE 2002 chair.

            P. Fristrom moved and Caracciolo seconded the approval of Santa Clara as the CATE 2005 site.  MOTION PASSED.

            Roseboro moved and Chapman seconded the approval of P. Fristrom as Convention Coordinator for 2000-2001.  MOTION PASSED.

            P. Fristrom moved and Chapman seconded that CATE purchase a Net2Phone $100 telephone card.  MOTION PASSED.

LEADERSHIP DEVELOPMENT/LIAISONS - (Spain, chair; Allen, Breneman,  Hemric, LeCren, Surabian, Trujillo, Williams, Woirhaye).  The Leadership Committee agreed to recommend continuation of the Leadership Conference with provision that attendance be required of certain new local board members.  Committment to attend must be earlier than in the past.  The committee suggests that topics include advocacy issues and high stakes testing and other assessment issues along with nuts and bolts issues for board members.  Spain will communicate with the new vice president Cheryl Joseph regarding the Leadership conference history and formats of previous conferences.  The financial implications of a larger turnout  for the Leadership Conference were discussed.  The committee agreed that the Leadership Conference should remain an integral portion of the September CATE Board meeting.

CALIFORNIA DEPARTMENT OF EDUCATION -   Breneman reported that the Similar Schools API rankings have been revised in light of new free and reduced lunch data and are on the CDE website.

            Three sources of money are available for teacher rewards, all based on the API: the Teacher Incentive $ for Underachieving Schools (AB 1114 - Steinberg) which hs set aside $100,000,000 for schools in the lower half of the API.  Sums of $25,000, $10,000, and $5000 will be given to all teachers in schools that make 10% gains on the API.  The Governor’s Performance Awards Program ($232,000,000) includes an augmentation to fully fund awards up to $150 per pupil for all schools that achieve a 95% pupil participation rate on the SAT 9 and meet their API growth targets.  The Teacher Performance Awards Program (a one-time pot of $545,000,000 for schools that meet their growth targets will provide all certificated teachers and administrators in those schools with between $2000 and $5000.  In a low performing school a teacher could receive $25,000 from one pot and $5000 from another, and the school could receive $150 per pupil.  The CDE supports the Governor’s awards program with reservations about the load being placed on the SAT 9.  The Department would like to see more measures including sustained improvememnt factored into the program.  The State Board of Education may introduce additional criteria for awards.

            The American Institute of Research is the contractor for the development of the High School Exit Exam.  A field test is going on now with a statewide sample of randomly selected schools.  The test is expected to consist of multiple choice items and two prompts: one for writing, probably tied to 9-10 writing standards, and one based on a reading selection.  The CDE would like to send an information packet to schools as soon as possible.  This packet would include the standards recommended for the test, a parent notice, some information for the parents about the content, and the date for next year.  For further information contact Jan Chladek (916-657-2671) or Marion Miller (916-657-4393).

            LeCren and Jago are working on the California Recommended Literature lists as CATE’s representatives.

            Seven roll-outs of Strategic Teaching and Learning  are now underway and have been well received.  Roll-outs have been held in Fresno and Los Angeles and are scheduled in Sacramento - May 22; Riverside - June 12; Bay Area - June 19; and Orange County - June 23, coordinated by the California School Leadership Academy.

            CDE is in its second year of distributing $31,000,000 for 4-12 reading grants for professional development in reading and in phonics.  There is also $5,000,000 for Support for Secondary Schools in reading.  This money will be distributed to 11 regions to identify model programs in 7-12 and provide professional development.

CALIFORNIA ENGLISH - Jago reported that 8 of 22 manuscripts submitted February 2000 -May 2000 had been accepted and two were with reviewers.  The Summer issue is currently in production and should be in mailboxes by mid- June.  The theme is “Editing for Correctness, Revising for Content.”  There is less advertising than in other issues,and these pages will be used for CATE 2001 program proposals, CATE 2001 speakers and conference promotion, and Yosemite Conference information.  An article on Marlyn Whirry will appear in the Fall issue.  The Fall theme is “Those Who Can, Teach” (deadline - July 15, 2000).

CCCC - Mayfield attended the most recent CCCC meeting as CATE’s representative.  The SBE Executive Director provided insights on the workings of the state board.

POLICY ANALYST - Zaragoza-Diaz discussed proposals Governor Davis has presented for spending the $13 billion surplus including the proposed teacher exemption from state income tax.  There is concern that the money is tied to the governor’s initiatives and ideas.

CATEWeb - Jordan reported on-line that the photo journal of CATE 2000 on CATEWeb seemed to be a success.  Many of the 324 photos taken by Jordan have been posted.  13,297 visitors have checked these out.  93, 816 people have visited the entire site.  Seventeen Board members have responded to the invitation to join a free listserv.  The included advertisement can be eliminated for $99 per year.

CATENet - Burke represented CATE/CATENet on the California Reads Roundtable in San Francisco and on an advisory committee in San Francisco to advise WestEd regarding its future plans.  CATENet continues to grow and was used to help Carol Booth Olson find a vendor for $20,000 she wants to spend on magazines for summer reading programs. 

CALIFORNIA WRITING PROJECT - no report.

CAPITOL  - no report

CENTRAL - Caracciolo reported on line that Central had a successful brunch on May 6 to honor writing awards winners.  Bringing back the spring conference was discussed in planning for next year.  The Curriculum Study Commission has completed the program for the 50th Asilomar Conference, September 23-25, 2000.  CCTE is considering approaching CATE next year with the possibility of forming a new council, considering the geographical spread of the council.

FACET - Nitschke reported on line that the Annual Young Writers Conference was held at Cal State Fresno in early April with high school students in the valley submitting portfolios of their writing in advance for judging.  Savings bonds were awarded to four young writers.  An afternoon tea was held in late April to honor Classroom Excellence and Award of Merit recipients and area NCTE Writing Achievement awardees.

GREATER SAN DIEGO - LeCren reported on line that GSDCTE had sponsored the Exhibitiors Reception at CATE 2000.  Over 140 entries in the CATE Creative Writing Contest were judged, and the three winners in each area honored at an awards ceremony on April 13 where they read their entries.  Forty-six people attended the Lake Arrowhead Retreat.  Susan Vreeland was the keynote speaker, and Carole LeCren, Sid Forman, Louise Shappee, and Christine Edwards also presented.  Our  Annual Awards Dinner will be held June 2 to honor NCTE student writing winners, our CATE awardees, and the GSDCTE’s Awards for Leadership winners.  The year will end with a board election and approval of our newly revised bylaws.

KERN  - Richmond reported online that new board members had been recruited for 2000-2001.  Claudia Keith will replace Robert Richmond as president of the council.

REDWOOD - Williams reported on line that the Redwood Council had had a successful CATE Writing Contest culminating in an Awards Ceremony on May 16.  Council challenges include recruiting new leadership and raising funds for activities.

SOUTHLAND - Allen reported that Southland is planning an October 21 Fall Conference in Pasadena and the Living Tree Conference in Riverside in January, 2001.

TUCATE - Surabian reported on line that TUCATE had to cancel its WIT Young Author Conference because of lack of sign-ups.  A successful Awards banquet was held on May 11 for winners of the TUCATE/CATE Writing Contest.  A dinner meeting is planned at the end of May to encourage “new blood.”

OPEN DISCUSSION

            The group discussed the Leadership Conference, suggesting that it take place on Saturday, September 16 beginning around 9:00 A.M. and agreed that there should be an opening session, workshops, and an advocacy training workshop led by Zaragoza-Diaz with all ending by 3:00 P.M.  A budget proposal will be presented tomorrow, and details of the conference left for Cheryl Joseph, incoming vice president.

            Zaragoza-Diaz and Mayfield discussed increasing political visibility including meeting with local legislators, inviting local legislators to schools, inviting legislators to CATE conventions, providing grants to local boards that propose political advocacy activities and funding substitute time for council leadership conferences.

 Sunday, May 21

            The meeting was called back to order at 8:30 A.M. by President Luby, immediately went to committee meetings and returned for reports at 10:20 A.M.   

EXECUTIVE/FINANCE (Spain, chair; A. Fristrom, P. Fristrom, Hemric, Kliegl, Luby, Piro, and Trujillo)  The discussion centered on budget matters and proposed changes in the prepared budget and the use of credit cards.

            Spain moved and Piro seconded that the CATE Board authorize an expenditure of $1000 to establish a CATE credit card service.  The treasurer is authorized to establish the account, negotiate its use with appropriate CATE consultants such as Precision Assembly and the Convention Registrar and ask for the President to take an email or telephone poll of the Board for any contract negotiations with the purpose of establishing a credit card service for CATE as soon as possible. MOTION PASSED.

LeCren moved and Williams seconded that the proposed budget be accepted as presented.  MOTION PASSED.

P. Fristrom moved and Piro seconded that we transfer an additional $30,000 to our Vanguard account with $20,000 to the GNMA portfolio, and $5000 each to the Vanguard Index Trust and the Vanguard Value Index Fund.  MOTION PASSED.

PUBLICATIONS (Chapman, chair; Jago, Kokino, Le Cren, Mayfield, Surabian, Williams, and Younglove)  The committee continues its praise of Carol Jago as CALIFORNIA ENGLISH  editor.  Chapman moved and LeCren seconded that the Board approve Carol Jago as CALIFORNIA ENGLISH  editor.  MOTION PASSED.

            The committee approved Burke’s request for an increase in his stipend as CATENet moderator.  Chapman moved and Younglove seconded to add the following two sentences to the CATENet disclaimer.  “Opinions expressed on CATENet are not necessarily those of CATE.” and “CATENet does not accept solicitations from commercial publishers.” And that the secretary be directed to place these sentences in the CATE POLICY 6.7. MOTION PASSED. 

            The committee recommended sidebar additions for conferences, contest, and an icon for “new” items for CATEWeb.  Surabian will serve as the new liaison for CATEWeb.

            Mayfield was praised for his work on CommuniCATE.   Chapman moved and P.Fristrom seconded the reappointment of Don Mayfield as CommuniCATE editor.  MOTION PASSED.  The next issue will focus on the May budget revise and will include the results of an electronic survey of all CATE members.

            Kokino was praised for her handing of press releases for the Resolutions and for the Professional Writing Contest.  Jago, Surabian, and Younglove will serve as judges for this contest.

            Mayfield will develop a proposal for an electronic literary map with a hard copy available also.

            The CATE Writing Contest winners are 3-4 - Alexander Scholz (San Diego), Ann Feldman-Scarr (San Diego), 7-8 - Alysha Cabrera (TUCATE), 9-10 - Stephanie Yanez (Southland), and 11-12 - Stephen Joseph Matara-Knighten (San Diego).

            Next year’s theme will be Words, Words, Words.  The prompt will be “How have words delighted you?  Write a poem, story, or essay in which you use words to create sounds, to set moods, to entertain readers.”   LeCren will prepare the flyer and Chapman will coordinate the contest. 

MEMBERSHIP (Stockton, chair; Allen, Burns, Roseboro, Woirhaye)  The half price membership campaign  for new members will begin again in the fall with an ad in California English  and run until December 31, 2000. 

            The committee suggested a website survey of teachers, including such issues as academic freedom, time for teaching, evaluation, class size, staff development, assessment.

            The CATE Booth will be exhibited at CRA, and more pins will be purchased for sale.

            The committee discussed inviting Upper to join with Capitol and other ways to invite the members in that area into active involvement in CATE as a regional council.  The committee discussed a plan to assess the full NCTE membership list for California to invite members to join CATE.

                                                            UNFINISHED BUSINESS

            Luby moved and Le Cren seconded that the deadline datefor nominations for Awards and elections be the beginning of the December Board meeting (December 2) and that the deadline for return of completed ballots be of April 30.  MOTION PASSED.

                                                            NEW BUSINESS

            A. Fristrom moved and Le Cren seconded that Spain, Joseph, and A.  Fristrom be authorized to sign on all CATE accounts during 2000-2002 with only one signature required.  MOTION PASSED.

            Kliegl moved and Le Cren seconded the following resolution to be sent to Governor Davis:

                                                            BACKGROUND

Governor Gray Davis in his May Budget Revision Proposal for Education seeks a permanent exclusion of California public school teachers from paying state income tax on income earned from teaching.  His proposal states that “teaching in public schools is the single most important commitment for the future economic prosperity of California.”

            The California Association of Teachers of English (CATE) notes, however, that teaching is not the only important public service job.  Law enforcement officers, nurses, firemen, paramedics, highway workers, school classified employees, college teachers, school administrators, parochial and independent school teachers, librarians, and countless other public employees are also essential parts of the economic fabric of California.  Singling out teachers for special tax exclusion minimizes the value of these other important employees.

            An increase in salary would be fair and just and would be less of a stigma than a tax exclusion.  California teachers should be treated like professionals.

RESOLUTION

RESOLVED, that the CATE Board of Directors urge Governor Gray Davis to support California teachers through increased funding for education, and be it further resolved that CATE urge the Governor to immediately abandon all budget proposals that provide a permanent tax exclusion for California public school teachers.    MOTION PASSED.
