The meeting was called to order at 8:50 A.M. by President Maureen Rippee. Karpowicz moved and Younglove seconded the approval of the December 4 and 5, 2004, minutes. MOTION PASSED.

Stockton moved and Mitchell seconded the adoption of the agenda. MOTION PASSED.

REPORTS OF OFFICERS

PRESIDENT - Rippee reported that she had communicated with 120 legislators, awardees, principals, superintendents, conference chairs and Board members since the last meeting. She presented at the Conference for the Living Tree in Ventura, met members from that area, and talked to them about CATE.

VICE PRESIDENT - Morimoto mentioned that forms to indicate attendee interest in getting more involved with CATE will be available at registration tables with pencils at the CATE Booth as a reward for turning in the form. She requested that name tags and table name plates be returned to her.

PAST PRESIDENT - Roseboro reported that the NCTE Biennial Affiliate Leadership Training Meeting will be held for four regions: 1, 3, 7, and 8 in Myrtle Beach, SC August 12-14, 2005. Registration forms for our representatives must be sent in by March 25. Carol Jago is our representative, and we are urged to also send members of underrepresented groups - persons of color and new teachers - to work with other affiliate leaders to develop membership recruitment and retainment plans.
Election ballots for CATE Board offices - secretary, member at large college, middle level, and unspecified - will be published in the spring edition of CALIFORNIA ENGLISH as a cost savings measure. Nominations by petition can be accepted until 7:59 a.m. before the Annual Business Meeting. Photos and statements should be sent electronically to Carol Jago. Councils with new presidents should submit their names to Roseboro for inclusion in the ballot.

CATE may nominate a teacher for the NCTE Classroom Excellence Award to be presented at the Secondary Luncheon next November in Pittsburgh.

SECRETARY -Hemric reminded Board members to submit directory updates to her and to Jordan for inclusion in the secured area of CATEweb.

TREASURER - A. Fristrom reported a Checking Account balance of $110,713.21, a Savings Account balance of $1,027.56, a Memorial CD balance of $9,850.96, a Marilyn Kahl Memorial CD balance of $5,813.23, a Marilyn Kahl #2 CD balance of $10,135.19, a Vanguard GNMA Portfolio of $100,303.03, and a Vanguard Index Trust of $29,118.13.

MEMBERSHIP CHAIR - Williams reported that current membership totals are Capitol - 89, Central - 461, Fresno - 44, Kern - 20, Redwood - 27, San Diego - 160, Southland - 460, TUCATE - 14, Upper - 23, Libraries - 23, Out of State - 31, and Comps 3 for a total of 1345.

The new updated membership brochure featuring the Anaheim convention, and including the website is ready. Renewal reminder forms and membership cards have been revised to delete inaccurate information, eliminate the membership chair’s name, and direct people to the website. A personal letter from the membership chair will go with renewal reminders and membership cards.

Board members are asked to sign up to work at the Membership Booth where Lucinda pins, READ and WRITE pins, computer copy prop ups, and book marks will be available. The calculators and left over lanyards will be distributed from the booth.

CONVENTION COORDINATOR - Hase reported that Simon and Schuster would be sponsoring Andrew Clements for the CYRM luncheon. Sixty-six booths have been sold to 58 exhibitors.
Hase distributed a response to be used if confronted by those distributing leaflets in front of the hotel.

Hase and P. Fristrom have been screening candidates for Exhibits Manager for CATE 2006.

Future convention sites include 2006 February 3-5, Anaheim (chair, Jo Anne Mitchell); 2007- February 9-1l Fresno; 2008 - February 7-9 Long Beach; 2009 – February 20-22, Santa Clara.

P. Fristrom noted, and the Board agreed that Teisha Hase has done a remarkable job in her first convention as Convention Coordinator.

CONVENTION CHAIRS - Berry asked that Board members fill in wherever necessary at the convention and to distribute invitations to the Exhibitors Reception to exhibitors. She reminded the Board that we would sit as a group at the Saturday night banquet but would sit at different tables for other meal functions in order to be accessible to the membership.

COUNCIL REPRESENTATIVES PRESIDENT - Oppliger reported that the Presidents met Wednesday evening with representatives from Central, Fresno, TUCATE, San Diego, and Upper. The President’s Handbook was reviewed and edited at the last meeting. Edited copies will be available at the May meeting. Caucus agendas were discussed. The group suggests that each Board member sponsor two new CATE members.


REPORTS OF LIAISONS

CALIFORNIA DEPARTMENT OF EDUCATION REPORT Breneman’s complete report is in the CDE report on CATEWeb. Some highlights include: Jack O’Connell’s reaffirmation of his support for the High Performing High School Initiative in his State of Education address.

Field Review of the Reading Language Arts Framework - The CDE staff anticipates a field review in the summer of 2005. The draft will include the entire framework, including updated elements and changes that are under consideration. The survey will contain components to assess the level of satisfaction with the existing document. All feedback that is received during the field review will be brought to the Reading/Language Arts Subject Matter Committee and to the full commission for its consideration.

California High School Exit Exam (CAHSEE) CAHSEE study guides have been mailed to district testing coordinators and can be downloaded. The study guides were developed specifically for students. They take students through each of the standards assessed on the exam and use released test questions for student practice.

The CAHSEE office is also working on updating the CAHSEE Remediation Guide, and it should be posted on the Web site by early January. The Remediation Guide was developed for school staff to use to assist students who have failed the exam. It provides remediation strategies for school staff to use with these students.

Topics being discussed by the SB 964 Advisory Panel include: 1) overview of accessibility of academic content standards for students with disabilities; 2) follow up research on alternative assessments; and 3) discussion of alternative graduation requirements and diploma options and recommended options for graduation requirements and assessments for students with disabilities.

New CDE Parent Handbooks New CDE Parent Handbooks in English Language Arts, Mathematics, History Social Science, and Science are now available on the CDE Web site. The documents include information about state content standards, university entry requirements, and specific suggestions to parents about how to help their children succeed in those content areas from kindergarten through grade 12. The English Language Arts document also includes advice to parents with children and infants under the age of five. Go to www.cde.ca.gov/ls/pf/pf to access these downloadable handbooks.

CALIFORNIA ENGLISH - Jago reported online that the spring issue of CALIFORNIA ENGLISH should be available soon after the convention. Many of the CATE Writing Contest Award winning essays will be included in this issue. Heineman has purchased three full page ads.

Future calls for manuscripts include: Summer, 2005 - (deadline - March 1), The Demands of On-Demand Writing; Fall, 2005 (deadline - July 1).Teaching Literary Analysis through Discussion; Winter, 2005 (deadline October 1) Students with Special Needs; Spring 2006: Genre Studies (deadline - January 1).

Burke reported that CATENET is now sent to 10,000 people. He expects that because of the current education climate CATENET will be widely used in the coming year. Burke will rCATE deliver the keynote address at the Secondary Literacy Convention in San Diego in March.

CALIFORNIA WRITING PROJECT - Nitschke reported that CWP has extended the deadline for manuscripts for the Writing Seminar Series: California Stories Uncovered: Writing Our Heritage, Our Communities, Our Promise. She also shared the Spanish version of Because Writing Matters: Helping Your Children Become Confident, Skilled Writers in and beyond School. The original has been distributed to over 300 schools in California and another 60 across the country. The Spanish version has already been sent to 60 schools across the country.

The Carnegie Corporation and its Foundation are partners with the National and California Writing Projects which focuses on important studies of teacher leadership. Current efforts focus on improving adolescent literacy and reading, and a number of writing projects across the country are participating in the Carnegie-funded National Reading Initiative. Carnegie has just released Reading Next, combining research and well-crafted strategies for turning that research into practice. If Reading Next is googled, there will be a link for the Alliance for Excellent Education where a PDF copy can be downloaded.

Board members are invited to stop by the Magnolia Room on Friday evening, 5:30-6:45, for the CWP reception.

CWP would like to contribute a third CWP Writing Strand to the program for CATE 2006 The nomination and selection process will begin in June so that the strand is ready for the program chair in September.

CATE WEBMASTER - L. Jordan announced that the CATE Board roster is available in the secured area of CATEweb. He requested updates. CATEweb now includes indexes of minutes and Board reports since 1999. Jordan asked for requests for photos at CATE 2005.

CCCC - Younglove reported that the annual California Curriculum Coordinating Committee will meet in Sacramento February 25-26. Representatives from the Office of the Governor/Secretary of Education, the Legislature, the Superintendent of Public Instruction , and the State Board of Education will address the CCCC members at the Capitol. Follow-up debriefing and a short meeting will occur at La Quinta Inn on February 26. Seven CATE members, including the legislative analyst, have been invited to be on a leadership team.

CYRM - In the minutes of the last CYRM Committee meeting submited online by Katherine
Gullo it was noted that Lori Artzner has been selected as the resource book editor. The April meeting will be held at CRA.

CTA - Martinez provided CTA’s stance on Governor Schwarzenegger’s 2005 Legislative Package, both special and regular session measures, seven of which are opposed and one placed in the watch category.

LEGISLATIVE ANALYST - Zaragoza-Diaz reported that the governor’s education proposals include suspending the voter approved Prop 98, proposing merit pay for teachers, advancing the establishment of charter schools, furthering vocational education, and “showing parents and taxpayers how their education dollrs are spent.” Jackie Goldberg continues as chair of the Senate Education Committe and Budget Subcommittee on Finance. Jack Scottt performs the same function in the Senate.

CAPITOL - no report

CENTRAL - Delfino reported that CCTE will honor student writers in areas that are near students’ homes this year. Plans are underway for Asilomar 55 with Ishmael Reed, Tobias Wolff, Gail Tsukiyama, Patti Stock, and Sheridan Blau as speakers. CCTE continues to work on initiatives including building membership especially among teachers of color and supporting new teachers by offering scholarships including CATE memberships to Asilomar through the Chiyo Masuda Scholarship Fund.

FACET - Oppliger reported that the Yosemite Conference had been cancelled and possibly would not occur again.

GREATER SAN DIEGO - Bowles reported that GSDCTE would sponsor the Lake Arrowhead Retreat scheduled for April 22-24, and the Annual Awards dinner which will be held at the end of the year.

REDWOOD - McBride reported on line that she had represented Redwood as a co-presenter on books for reluctant readers and collaboration between English and library media teachers at the California School Librarians Association’s convention in Sacramento. This presentation was also given to 40 teacher credential candidates at Humboldt State University. Bob Chapman and Joan Williams conducted a CATE meeting in February to discuss the future of Redwood Council.

SOUTHLAND - Linn reported that a successful Roundtable had been held at Etiwanda in the fall. Reflection on Southland’s historical vision and the best ways of transforming it to meet current cultural and professional demands will be the theme of the Spring Board meeting and the upcoming leadership retreat in May. The Conference of the Living Tree at the Pierpont Inn in Ventura was truly inspirational.

TUCATE - Surabian reported that Tucate is still working to increase membership.

Committees met until 11:00 when they returned for the first reading of the Resolutions Committee.
Mitchell moved and Karpowicz seconded approval of CATE Board Resolution - Commendation of the Convention Committee. MOTION PASSED.

The other resolutions were read and discussed until the Board recessed for lunch.

Committee meetings continued following lunch.

COMMITTEE REPORTS

POLICY/CENSORSHIP (McAninch, chair; Chapman, Martinez, Nitschke, Oppliger, Younglove.)
The committee discussed the Legislative Analyst’s report and suggested Oppliger for Policy Censorship Chair.

CONVENTION COORDINATING - (Hase, chair; Berry, A. Fristrom, P. Fristrom, Joseph, Linn, Mitchell, Rippee, Stockton, and Williams) Mitchell and Hase will meet March 21 with the Hyatt Regency, Orange County. By May firm prices on meals should be available. Offering meals with an extra fee to cover speakers’charges will be investigated. May discussion will include reducing presenters’ fees and placing them in a different database. Hase moved and Morimoto seconded that Jeff and Shauney Wilson of Shauney Wilson Consulting be hired for one year as Exhibits Manager. MOTION PASSED. Our thanks go to Julia Gottesman and Jan Burke for their years in that job.


LEADERSHIP - (Karpowicz, chair; Allen, Bowles, Breneman, Dunstan, Enmark, Hemric, Surabian ) - According to the President of the Representatives Report the Presidents’ Handbook will be available for review at the May meeting.

The committee recommends sending Membership Chair Joan Williams as well as another new member or one from an underrepresented group to the NCTE Leadership meeting in Myrtle Beach in August.

We suggest that nominees for the NCTE Leadership Development Award be brought to the May meeting by local councils.

MEMBERSHIP (Williams, chair; Allen, Griggs, Hemric, Karpowicz, Oppliger, Stockton, and Surabian) Williams reported that invitations will be delivered to all council membership chairs or presidents of councils whose membership chairs are not at the convention to a meeting with her and Rippee on Friday.

Williams will communicate with membership chairs monthly, including bad addresses she has received from Precision as well as any other pertinent information.

The CATE booth is covered during the convention. Lanyards, calculators, and back issues of CALIFORNIA ENGLISH will be given to attendees. Lucinda, READ and WRITE pins, prop-ups, and book marks will be available.

To increase membership the Committee suggests that each council president receive a printout of all convention attendees from their council so they can follow up with communication.

Williams outlined the improvements she had made in the membership process. She will include a personal letter with each membership card and renewal reminder. The membership brochures will be presented in different colors each year and feature the next convention.

EXECUTIVE/FINANCE (Morimoto, chair; Delfino, P. Fristrom, A. Fristrom, Hase,Joseph, Mitchell, Rippee, Roseboro) Morimoto moved and Roseboro seconded that Larry Jordan be appointed webmaster for the on-line shopping cart and paid $50. A consultant agreement will be created by the Publications Committee. MOTION PASSED.

Morimoto moved and Karpowicz seconded that CATE pay up to $40 monthly for a DSL connection for the Convention Coordinator and Registrar. MOTION PASSED.

The committee will review the Rippee/Hase suggested guidelines for sponsorship solicitation.

Morimoto moved and Mitchell seconded that Carol Jago be paid $200 of her expenses for attending the NCTE Affiliate Breakfast to accept the award for CALIFORNIA ENGLISH.

Morimoto moved and Hase seconded that the monies received from the NCTE Convention 2004 be distributed with 65% going to Central Council, and 35% to CATE. MOTION PASSED.

PUBLICATIONS (Chapman, chair; Berry, Bowles, Dunstan, Enmark, Linn, McAninch, Nitschke, Younglove) The flyer advertising the Professional Writing Contest was not available for the Conventiion program or to be distributed at the Convention. It should be published in CALIFORNIA ENGLISH and placed on member list-serv.

The Creative Writing Contest winners were: 3-4 - Devan Cheu (San Diego); 5-6 - Samara Stagg (Southland); 7-8 -Suraj Sampath (Central); 9-10 - Shanti Kvis (Central); 11-12 - Alice Olstein (Southland). The fall schedule will continue to enable us to invite winners to the Convention.

The committee discussed Jago’s request to change the next call for manuscripts to a response to the governor’s attack on education. A public announcement will be given at general sessions.

The listserv, CATEweb, CATENET, membership bulk email, and CALIFORNIA ENGLISH will be used to fill theCommuniCATE void. There will be a link on CATENET to Zaragoza-Diaz’s report on CATEweb. The new Policy/Censorship Chair will generate material for this purpose.

Jordan would like to produce a resource page on CATEweb with links to useful websites. He will email Board member with topics for useful websites. Burke will post the same request on CATENET. Jordan will develop a list, share it with Chapman for approval, and develop resource link.

Burke feels that CATENET is at its best when things are bad.

The budget for Publications will be discussed in May.

The Resolutions Committee returned for a final reading of the resolutions for Board Approval.

Dillon move and McAninch seconded approval of CATE Resolution 2 - Support Of Journalism and Student Media Programs. MOTION PASSED (with amendments).

Griggs moved and Dunstan seconded approval of CATE Resolution 3 - Reinstatement of Funds for Digital High School Grants. MOTION TABLED.

Krielaart moved and Hase seconded the approval of CATE Resolution 4 - Maintenance of the same standards and guidelines for all parts of the Standardized Testing and Reporting (STAR) program. MOTION PASSED (with amendments).

Diehl moved and Chapman seconded the approval of CATE Resolution 5 - Opposition to Merit Pay. MOTION PASSED (with amendments).

Pate moved and Joseph seconded the approval of CATE Resolution 6 - Increased Funding for all districts to provide a full time library media teacher in each school. MOTION PASSED (with amendments).

Fernandes moved and Krielaart seconded the approval of CATE Resolution 7 - Honoring the Guarantees of Proposition 98. MOTION PASSED (with amendments).

NEW BUSINESS

McAninch moved and Surabian seconded the approval of Jeanne Oppliger as Policy Censorship Chair. MOTION PASSED.

Chapman moved and Dunstan seconded that the meeting adjourn at 5:21 P. M.
